Three Year Plan for Industry Education Integration and School Enterprise Cooperation
In order to further promote and deepen the integration of industry and education, school enterprise cooperation, give full play to the important role of enterprises in the cultivation of technical and skilled talents and human resource development, strengthen the leading and demonstrative role of industry education integration enterprises, and in accordance with the work deployment of the National Development and Reform Commission and the Ministry of Education on the "Implementation Measures for Building Industry Education Integration Enterprises (Trial)" and the requirements of the "Ten Measures for Promoting High quality Development of Vocational College Service Industry by Six Departments of the Provincial Department of Education", and in combination with our company's enterprise construction goals and industrial upgrading needs from 2023 to 2025, we have formulated the following three-year development plan for industry education integration and school enterprise cooperation.
1、 Integration of industry and education, concept of school enterprise cooperation and development
The essence of enterprise competition is talent competition. In the next three years, the company will vigorously promote the integration of industry and education, deepen new models of school enterprise cooperation, consolidate the achievements made in the past, and accelerate the establishment of a school enterprise cooperation mechanism in accordance with the principles of "resource sharing, complementary advantages, shared responsibilities, and shared interests". The two parties will establish a long-term and close cooperative relationship. To promote the deepening of education reform and improve the quality of education and training in cooperative colleges and universities, and to meet the demand for skilled talents in enterprise technology upgrading, both schools and enterprises should carry out multi-level and multi form cooperation, establish stable school enterprise cooperation relationships, promote enterprise development, and enhance the core competitiveness of enterprises.
2、 Selection of School Enterprise Cooperation Institutions
As a high-tech and advanced equipment manufacturing enterprise in Henan Province, with engineering as its main advantage discipline, universities and vocational skills colleges are the preferred objects for our company's school enterprise cooperation this time. The cooperating institutions include Henan University of Technology, Henan University of Technology, East China University of Science and Technology, Lingbao City Vocational School, etc.
3、 Expected goals for school enterprise cooperation construction
(1) By utilizing existing pilot production lines, joint laboratories and other carriers, and through targeted talent training mechanisms, project cooperation, academic exchange platforms and other forms of cooperation, we aim to broaden the horizons of talents in enterprises and schools, cultivate the practical application abilities of school students, and enhance the self-development and production processing capabilities of enterprises.
(2) By establishing a joint training mechanism through the "modern apprenticeship system" in school enterprise cooperation, utilizing the resource advantages of both parties, fully leveraging the coupling effect of school education mechanism and enterprise employment mechanism, and jointly formulating recruitment and enrollment plans, talent training plans, participating in professional construction, implementing education and teaching, and conducting assessment and evaluation, we aim to cultivate high skilled talents that meet the needs of enterprises and society.
(3) Through school enterprise cooperation, we aim to attract more outstanding students who are in line with the needs and majors of the enterprise to intern in advance. This will allow interns to understand the job responsibilities and corporate culture in advance, enhance their sense of identification with the enterprise, increase the retention rate of interns, shorten the training period and training costs for new employees, and alleviate the temporary shortage of production personnel in the enterprise.
(4) In school enterprise cooperation, it is necessary to fully leverage the leading role of enterprises, continuously promote the deep integration of enterprises and schools, ensure the establishment and improvement of the industry education integration mechanism within the three years of 2023-2025, carry out enterprise internship and training, and cultivate new student migration systems. Within the three years, more than 50 people will be trained for more than three months each year, and more than 20 new apprentices will be trained.
4、 Collaboration Content and Method
The cooperation with partner schools includes the construction of joint research and development laboratories, targeted talent cultivation, and new apprenticeship training. With the deepening of cooperation and the need, deeper cooperation areas can be expanded.
(1) Establish a joint research and development laboratory
The company innovates by collaborating with Henan University of Technology, Guizhou Institute of Materials Science and Technology, and other institutions to establish joint laboratories and establish a good mechanism for the combination of production, learning, and research. At the same time, it provides specialized office and trial conditions for teachers and students who cooperate in scientific and technological projects, making the cooperative scientific and technological projects truly market-oriented, customer-oriented, and practical.
(2) Targeted training of talents
Following the basic laws of industry education integration and school enterprise cooperation, fully leveraging the leading role of high-tech enterprises, establishing a long-term mechanism for talent cultivation, and forming a multi-level and multi form talent cultivation model; Both the school and enterprise shall jointly develop and arrange the implementation of student internship and training plans based on the professional teaching plan and curriculum requirements of the order class; The enterprise accepts practical teaching arrangements such as observation, operation, and on-the-job internship for students in the order class according to teaching requirements, and provides equipment, venue, personnel, and other support for students in the order class in accordance with the teaching plan; Fully consider and integrate the social adaptability of the training content and the targeted cooperation positions, while meeting the requirements of the enterprise's cooperation positions, to cultivate qualified talents for job transfer and employment.
(3) New apprenticeship system training
Mutual recognition and cooperation between schools and enterprises, as well as employee training: With the advantage of continuing education, vocational qualification training and other educational and teaching resources, the school provides conditions for the improvement of educational qualifications, skill appraisal, and pre employment training of enterprise employees in accordance with enterprise requirements. Schools participate in the cultivation of enterprise talents, establish staff schools, improve the comprehensive quality of enterprise employees, provide long-term training for qualified workers engaged in practical processing of CNC equipment, and issue corresponding national vocational qualification certificates according to the training results.
In the enterprise, the policy of "recruiting as soon as possible, recruiting as soon as possible" is implemented, adopting a dual system of enterprise and school, and integrating engineering and learning. The integration of industry and education meets the needs of enterprise development for research and development, training, and talent, while providing vocational colleges with the latest industry information, technological frontiers, facilities and equipment, project cases, textbooks and teaching aids, and innovation and entrepreneurship experience, always at the forefront of technological development. Through school enterprise cooperation to carry out horizontal research projects and transform technological innovation achievements, on the one hand, it has improved the scientific research level of teachers and students in universities, cultivated professional talents, and brought tangible economic benefits to enterprises; On the other hand, it promotes technological development and social progress, maximizing cooperation and win-win outcomes.

The company has established a leading group for the integration of industry and education, as well as school enterprise cooperation. The group is mainly led by the chairman of Henan Guoxin Technology and the main person in charge of universities and colleges, with the group leader and deputy leader serving as the group leader. Corresponding departments of the enterprise and university counselors serve as group members. According to the principle of "complementary advantages and shared responsibilities", specific division of labor, clear responsibilities, and implementation of the work tasks of industry education integration and school enterprise cooperation, comprehensive planning, precise implementation and control, in line with the principle of being responsible to students and enterprises, ensure the smooth implementation of planning goals and responsibilities.
(3) Institutional guarantee
On the basis of organizational support, solicit suggestions and willingness from all parties, establish and improve the "Management Measures for the Implementation of Industry Education Integration School Enterprise Cooperation", correctly grasp relevant policies and guidelines, formulate a three-year action plan, refine various work standards and norms, and ensure the normal operation of industry education integration. Under the institutional guarantee, we will jointly carry out specific work such as the construction of comprehensive training bases, educational and teaching reforms, professional course settings, training management, and internship management, further consolidating the foundation of school enterprise cooperation.
(4) Financial security
The company will establish a special fund for industry education integration and school enterprise cooperation in the process of 2023-2025, ensuring that project funds are used exclusively for their intended purpose. According to the enterprise fund management measures, the project funds will be strictly controlled, and assessment measures will be formulated to standardize and improve the efficiency of fund utilization, effectively safeguarding the interests of all parties in school enterprise cooperation.
