Rescue forces from all over the country have quickly gathered and rushed to the front line of defense and disaster relief, fully dedicating themselves to flood control and disaster relief work. In the current special period of national unity and cooperation in disaster relief, some netizens fabricate and spread false information related to disaster situations, incite regional opposition and discrimination, seriously disrupt online public opinion order, and interfere with and hinder disaster relief work. In order to further purify the online environment, maintain online order, and fully uphold the theme of national unity, disaster relief and recovery, and to ensure the safety of people's lives and property, as well as social stability, and to become a participant and helper in flood prevention and disaster relief, the following initiatives are proposed:
1、 Consciously resist the online dissemination of illegal and harmful information
1. Resolutely resist illegal and harmful information. Do not manufacture, believe, or disseminate illegal, harmful, or negative information related to disaster relief, do not spread false information, do not stir up trouble, and do not casually disseminate reports without source or evidence, disclose privacy, personal attacks, or inappropriate comments.
2. Strictly manage information publishing accounts. Strengthen manual review and qualification certification of account information, strictly prevent counterfeiting of party, government, military organs, news media, local governments, and user accounts, strictly control "self media" accounts that do not meet qualification certification requirements and engage in specialized information content production, and strictly prohibit manipulating the "self media" account matrix to publish and disseminate illegal and negative information related to disaster relief.
3. Strictly manage the content of information dissemination. Users publishing news information must indicate the source of the information in accordance with relevant regulations; Take photos of information on your own and mark the shooting time and location one by one; To generate information using technology, it is necessary to label it as technology generated; If quoting old news or events, the time and place of the incident should be specified; Posting information containing fictional deduction content should be labeled with fictional deduction tags; The platform will label suspicious or rumor information as controversial or false, and take measures such as flow restriction, debunking, and banning according to regulations.

Establish a correct network ethics, actively resist and report various online illegal and vulgar behaviors, resolutely fight against online illegal and criminal activities, and fully safeguard the legitimate rights and interests of the country, society, collectives, and individuals.
5. Strengthen the positive guidance of public opinion. Improve the management measures for the number of fans and profit permissions through platform conventions and user agreements. For illegal and irregular accounts, disciplinary measures such as closing bans or restrictions, prohibiting the addition of new fans, and clearing all fans will be taken depending on the situation; User accounts that engage in malicious marketing of flood prevention and disaster relief hot topics and sensitive events through multi account linkage will have their profit-making privileges revoked or strictly prohibited.
6. Actively create a healthy online public opinion ecosystem. For "self media" accounts, the MCN institution to which they belong will be prominently indicated. For MCN institutions that use contracted accounts to engage in joint speculation and repeatedly violate regulations, measures such as restricting profit-making permissions, restricting service provision, and settling in and clearing out will be taken.
3、 Actively mobilize and harness the positive energy of online platforms

Encourage users to participate in platform information content management, collect and report illegal and harmful information, discover and expose rumors and false information, proactively provide relevant clues to regulatory authorities, and cooperate with investigations and processing to minimize negative impacts.
8. Actively assist in seeking help. Proactively collect clues from the public seeking help online, promptly report to relevant authorities, and cooperate with relevant departments to carry out disaster relief and rescue work under the overall command of the local party committee and government.
9. Resolutely expose illegal and criminal cases. Vigorously strengthen the handling of illegal and irregular users and account exposure, set up warning education columns, regularly publish typical cases of illegal and irregular users, remind and warn users to strictly abide by national laws and regulations, strictly fulfill platform conventions and service agreements, and strengthen self-discipline and autonomy.
